Union requested to submit feedback of GDS Pay Implementation

To
All CHQ office bearers & Mahila Committee Members
All Circle Secretaries
All Branch / Divisional Secretaries

Dear Comrades,

You are well aware that orders on the implementation of the recommendations of GDS Committee viz., wage revision, allowances, drawal of arrears, Maternity leave, Severance Amount, SDBS etc., released during the last two/three days. Still many more orders have to be released on the recommendations of GDS Committee.

Lots of discussion is effectively going on among the GDS and well-wishers of our GDS employees. But discussion should be made in an analytical and scientific way. Then only conclusion can be formulated.

All CHQ office bearers, Circle/Branch/Divisional Secretaries are requested to hold meetings / conventions to make discussion on the recommendations of the Committee and the respective orders being released for the same.

It is informed that some circles are already convened meetings during next month. Our Union's Central Working Committee meeting is already scheduled on 4th September. It is noticed that other GDS unions are also convened their CWC meetings.

Our CHQ is expressing its dissatisfaction & disappointment over the dilution and deviation of some of the recommendations. The true spirit of the positive recommendations of the GDS Committee has not been appeared in the orders.

After perusal of the opinions of Circles and their conclusions, in consultation with higher bodies and other GDS Unions future course of action will be decided.

All are requested to give top priority on the subject and report to CHQ at the earliest.

Fraternally yours,

P.Pandurangarao

GDS Agitation programme

GDS Arrears Calculation is illegal. Govt Needs to be Considered

As per Kamalesh Chandra Committee Recommendations regarding Arrears for GDSBPM having TRCA of Rs.4575/- will receice Rs.1,25,000/-

But as per order released by DoP on 25.06.2018 the same GDSBPM will receice only Rs.30,821/-

Before implementation date , if a GDSBPM whose TRCA is 1 i.e, Rs.2745/ ( three hours work ) he will automatically inserted in level 1 of new wage scale of BPM with four hours work ( Rs.12,000/- ).

For Arrear calculation , chairman GDS Committee recommended corresponding scale for actual working hours between 1.1.2016 to implementation date based on the proposed scales.

i.e, for 4 hours : Rs.12,000 (proposed scale after implementation ) for 3 hours actual working hours during period : Rs.3,000.

So, as per recommendations of Committee 2745 Basic GDSBPM corresponding scale for arrear calculation is Rs.9,000.
As on 1.1.2016 Basic : Rs.2745/-
DA : 125% i.e, Rs.3431
Basic+DA : 2745+3431 = Rs.6176
Arrear for one month = 9,000-6176 = Rs.2824.
for 30 months = 2824×30 = Rs.84720/-

But as per Dop order dated 25.06.2018

Basic : 2745
fitment : 2.57
Total : 7055
Basic + DA = 2745+3431= 6176
Arrear for one month : 7055-6176 = Rs.879
for 30 months = 879×30 = 26,370.

Difference between recommendation and DoP order = 84720 - 26370 = Rs.58,350/-

This practice of calculation of arrears is illegal.

CHQ LETTER TO HON'BL PRIME MINISTER

Bengal Top of the country in Small Savings Collections

Beating the likes of Uttar Pradesh, Gujarat and Maharashtra (in that order) for three consecutive years, data compiled by the National Savings Institute

(NSI) shows Bengal collected Rs 63,392 crore from small savings schemes of post offices in FY 2016-17, surpassing its gross deposit target by a whopping Rs 6,000 crore.

“This is due to Bengal’s remarkable progress in creating awareness on small savings, which succeeded in making people stay away from chit funds. Hats off to the people of Bengal who have made a complete turnaround by reposing their faith in government savings schemes,” said economist Abhirup Sarkar.

This comes despite successive cuts in interest rates on small savings schemes across maturities, including for Public Provident Fund, with effect from April 1, 2016.

But just five-six years ago, it was a different story. In 2010-11 and 2011-12, Bengal’s deficit on account of small savings earnings were Rs 987 crore and Rs 165 crore, respectively.

The NSI survey reveals that rural Bengal scores much better than urban Bengal in small savings collections. While north Bengal is way ahead over south Bengal, Cooch Behar leads the pack among districts, followed by Jalpaiguri and Darjeeling. Kolkata is the worst district in small savings earnings.
  • Govt drives drew people away from chit funds
  • Over the last few years, there have been sustained government campaigns to divert people from chit funds to small savings.
  • The Bengal government extensively used folk art groups to reach out to the rural mass through street plays, kabigaan and posters.
  • But reduction in interest rates remains a major concern. “The inflow into small savings schemes has a direct correlation with interest rates. If people lose out on interest, the lures of risky investment schemes will be greater,” said a senior Bengal finance department official.
  • The central government has sharply reduced interest rates on small savings schemes across the board, including that on Public Provident Fund and Senior Citizen Savings Scheme, to align them with market rates.
  • The rates on Kisan Vikas Patra have also been lowered to 7.8% from 8.7%. Interest rates on Sukanya Samriddhi Account, a scheme for the girl child, were also cut from 9.2% to 8.6%.
  • In Bengal, there are over 20 million small savings depositors, and at least 15% of them, or three million people, are from rural areas and economically weaker sections of the state.
  • The increase in small savings deposits will only help Bengal cut borrowing costs in the long run.

Why Maximum GDS Arrears Is Less Then Others?

GDS Pay Committee Report Approved by Cabinet on 06th June 2018. According to Cabinet approval, there is no changes has made on TRCA, Increment, DA, Bonus and Arrears. After reviewing the maximum number of article, post, you tube video it is confirmed that the low paid GDS arrears will be lower than high paying GDS. But, the question is Why Maximum GDS Arrears is Less then Others GDS?

As per GDS Pay Committee,11 (Eleven) old TRCA merge by three new TRCA Slab and this TRCA Slab was on base of Time of office work which was 3 hours, 3 hours 30 minute, 4 hours, 4 hours 30
minute and 5 hours. Check the table below
Hours / Level 2 will be Rs. 14,500/-. Likewise, Dak Sevaks in Level 2 gets Rs. 12,000 as TRCA for 5 hours
See the above table, 3 hrs to 4 hrs GDS will be converted 4 hrs and there Level will be Level-1 and 4
hrs 30 mts & 5 hours GDS will be converted 5 working hours GDS and there Level will be Level 2. As GDS Salary has been increase on their working hours, So, their Arrears will calculated by their respective working hours by the GDS Pay Committee 2016.

Gramin Dak Sevak Pay Committee provide two formula to calculate GDS Arrears. Check the formula below

Illustration 1 :- Consider one GDS BPM prior to fixation in new wages scales is working in 3 hours TRCA Slab. GDS BPM will be fixed 4 in hours after fixation on New wages Scale once the recommendation of the committee are approved. He will be paid wages for 4 hours in the new scale on implementation of the recommendation of the report which would be any date prospectively after submission of report. Therefore for the period between 01.01.2016 and the date of implementation of the recommendation of the report, the GDS BPM will be paid arrears according
3 hours TRCA.

Illustration 2 :- Consider one GDS BPM prior to fixation in new wages scales is working in 3 hours TRCA Slab from 01.01.2016 to 31.05.2016 and then in 3.30 hours TRCA Slab from 01.06.2016 to the date of implementation of the recommendation of the report. In this case he/she will be paid arrears according to 3 hours TRCA Slab from 01.01.2016 to 31.05.2016 and then arrears according to 3 hours 30 minutes from 01.06.2016 till the implementation of report before he/she fixed in new wages slab of 4 hours.

Based on above Illustration, committee has prepared 11 arrears table for each existing slab the details are given on the Table.Read Recommended Arrears Table

Example 1:- If you are getting 5 hours TRCA, for example your TRCA Slab was 4575-85-7125 on
01.01.2016 and your Basic pay was as below
4575-85-7125
Basic :- 4,575.00
DA@125%:- 5,119.00
Total :- 10,294.00
Your New TRCA will be 14,500/- on 01.01.2016, So, your monthly arrears will be (14,500- 10,294)=4,206/- hence you are getting 5 hours maximum TRCA.

Example 2:-
If you are getting 3 hours TRCA, for example your TRCA Slab was
2745-50-4245 on or before
01.01.2016 and your Basic pay was as below
2745-50-4245
Basic :- 2,745.00

DA@125%:- 3,431.00
Total :- 6,176.00

Your New TRCA will be 12,000/- on 01.01.2016,hence you are getting 3 hours TRCA So, your arrears calculation will be as under
Your 4 Hours Pay 12,000/-Your 1 Hours Pay 12,000/4=3,000/-Your 3 Hours Pay 3,000*3=9,000/-
Deference between New 3 hours TRCA and 3 Old TRCA (9,000-6,176)=2,824/- Your Monthly Arrears will be 2,824/-

Note : If I say in one word, Divide your New TRCA with your new working hours then multiply it with your old working hours and minus it with the TRCA (basic + 125% DA) of 01.01.2016.For this reason the maximum number of GDS will be paid less arrears then others GDS who are getting 4.30 hrs and 5 hrs TRCA.
