Annual Increase : Comparison present implementation with previous committee. As per Nataraja murthy Committee recommendations orders dated 09.10.2009.

GDS recruited before 2006 : Annual Increase will be allowed after completion of 12 months continuous service from that date i.e.1.1.2006 

GDS recruited after 1.1.2006 : In respect of Gramin Dak Sevaks newly appointed on or after 01/01/20106, their TRCA will be fixed at the minimum of new TRCA slab and the next annual increase should be allowed after completion of one year's continuous service, from the date of their engagement. 

Present implementation order dated 25.06.2018:

The next annual increase will be effected after completion of 12 months of continuous engagement from the  date of implementation of TRCA.( for all GDS before and after 1.1.2016 )


Due to illegal order issued by DoP on 25.06.2018 regarding implementation of GDS Pay Committee Report in r/o annual increase

Each and every GDS will loose the amount of Rs.1,000 per month on an average as on date of implementation.
If it is calculated for one year i.e; 1000×12 months = Rs.12,000
And it is calculated for all GDS i.e; 12,000 × 3,00,000 = 36000,00,000
i.e; 360 crores per year
For remaining years i.e 7 years ×360 crores = 2520 Crores.
So , total amount of loss to  GDS in r/o Government implementation on GDS Pay Committee Report is 3,100 crores + 2,520 crores = 5,620 crores.

We asked the present Government of India to declare the details of  scam of Rs.5,620 Crores regarding non providing the basic facilities to GDS in r/o implementation of GDS Pay Committee Report.

Highlights of Implementation on GDS Pay committee recommendations


GDS COMMITTEE RECOMMENDATIONS IMPLEMENTATION ORDERS ISSUED TODAY

  • Date of effect of new scale & allowances : 01-07-2018
  • Arrears from 01-01-2016 to 30-06-2018 shall be calculated and drawn by a multification factor of 2.57
  • Annual increase on TRCA is @ 3%

Allowances:

  • Office Maintenance Allowance (Composite Allowance)
  • Accommodation with prescribed standards: @ Rs.500/- per month
  • Non-standard/rent-free accommodation : @ Rs.250/- per month
Fixed stationery Charge (FSC) : 

  • for BPMs it is subsumed in composite allowance.
  • for ABPMs : @ Rs.25 per month
Cycle Maintenance Allowance ( CMA) : @Rs.180/- per month.
Boat Allowance : 
  • @Rs.115/- per month
Cash Conveyance Allowance:

  • Below 1 lakh : @ Rs.30/- + actual conveyance charges.
  • Above 1 lakh : @ Rs.50/- + actual conveyance Charges.
Combined Duty Allowance (CDA):

  • BPM with Delivery or Mail Conveyance : @ Rs.45/- per day -- maximum Rs.1170/- per month.
  • BPM with Delivery & Mail Conveyance : @ Rs.90/- per day -- maximum Rs.2340/- per month.
  • ABPM for BPM work : @75/- per day -- maximum Rs.1950/- per month.
  • ABPM work additional work of another ABPM : Rs.45/- per day -- maximum Rs.1170/- per month.
Risk and Hardship Allowance:


  • @ Rs.500/- per month (as per 7th CPC)
Some orders on drawal of arrears, fixation of new TRCA and applicable allowances are issued today.
On all remaining other recommendations, orders will be issued subsequently..

Department of posts may please refer to their Note on page 141/N(F.No.17/31/2016-GDS) seeking concurrence of this Department on the proposal contained in the draft cabinet Note sent along, with that file regarding revision in the pay structure and allowances of Gramin Dak Savaks
2. This Department concurs in the proposal contained in para 7 of the Draft Note for the cabinet, subject to the following conditions:
a) the revised rate of allowances would be given prospective effect, as earlier proposed by Department of Posts and agreed to by this Department as per this Department’s ID Note No.7/31/2006-E.III(A) dated 12.12.2017. This may be clearly mentioned in the Draft Note for the cabinet.
b) so far as the proposal contained in 3.9 of the Draft Note for the Cabinet pertaining to a new incentive scheme and revision of existing incentive scheme is concerned, the introduction of a new incentive scheme, as and when formulated after consultation with the nodal Departments, would require approval of the Cabinet because new incentive scheme would be a new concept and it would have to be seen in the light of the incentives applicable to regular Government servants as well. this may be suitably modified in the Draft Note for the Cabinet
c) Department of posts would ensure that there is no proposal in the draft note for the cabinet at variance with the concurrence earlier given by this Department with the approval of the finance Minister as per this Department’s ID Note No.7/31/2006-E.III (A) dated 12.12.2017
