Today meeting held in Dak Bhawan at 11.00am

Meeting conducted under the Chairmanship of DG (Posts), Member (P), DDG (Estt.), DDG (SR & Legal), ADG (Estt), ADG (GDS) and other officers of the department attended.

Union Side : All three General Secretaries and other representatives, General Secretary, NAPE attended.

Detailed discussion held between Administration and Union Representatives on the basis of JCA memorandum, major issues viz., date of implementation of new scales, payment of arrears, gratuity, financial upgradation, leave etc.,

Department categorically replied that in case of financial implication issues like date of implementation of new scales, arrears formula as already cleared by Cabinet and it can not be reopened. Regarding all other issues viz., Leave, Children Education Allowance, GIS, Transfer, ESI facility, SDBS, Financial upgradation etc will be considered positively and orders will be issued as early as possible.

But union representatives expressed their resentment and deep concern over the date of implementation of new scales, arrears payment formula and strongly demanded for reconsideration.

Department proposed the unions to submit a detailed note on all the issues raised in the meeting for further consideration at appropriate level.

The General Secretaries of GDS Unions discussed over the today’s meeting and decided to submit a detailed note soon. Further decided to meet again to decide further course of programme of action seriously.

Will the Minister of COMMUNICATIONS be pleased to state:

(a) whether the Government has approved the revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) recently and if so, the details thereof and if not, the reasons therefor;

(b) whether the Union Government is considering to constitute new pay revision committee for GDS engaged in postal service as per the recommendation made by Kamlesh Chandra Committee; and

(c) the provision being made by the Union Government with regard to revision of salary of GDS as per the recommendation of Finance Commission?

(a) Yes, Madam. A summary of recommendations approved by the Government is annexed.

(b) No, Madam.

(c) The system of Gramin Dak Sevaks is unique to Department of Posts, Ministry of Communication. Department of Posts vide it’s resolution number 17-13/2013-GDS dated 19.11.2015 had constituted a One Man Committee under the Chairmanship of Shri Kamlesh Chandra, retired Member, Postal Services Board, to look into the conditions of service, emoluments and other facilities available to Gramin Dak Sevaks. The Committee had submitted it’s report on 24.11.2016. The recommendations of the Committee were examined by the Government and approved to be implemented vide orders dated 25.06.2018 and 27.06.2018. Therefore, there is no such proposal for revision of salary of GDS as per recommendation of Finance Commission

Summary of the Implementation of Wage Structure of
Gramin Dak Sevaks of Department of Posts

1. One-man committee constituted under the chairmanship of Shri Kamlesh Chandra, Retd. Member, Postal Services Board submitted report on 24.11.2016. The Department has increased the minimum working hours of GDS Post Offices and GDSs to 4 hours from 3. The minimum Time Related Continuity allowance (TRCA) is increased to Rs. 10,000 and Maximum Rs. 35,480/- in a span of 31 stages* with 3% annual increase. The existing 8 categories of GDS are replaced with 2 (two) categories i.e. Branch Postmasters (BPM) and Assistant Branch Postmasters (ABPM). The existing 11 Time Related Continuity Allowance (TRCA) slabs are replaced with two slabs in each category (with 4 hours and 5 hours’ workload) as below:-

2. The Annual increase at the rate of 3% of TRCA once in a year has been implemented (as applicable to serving Central Government servants) against annual increase paid earlier @Rs. 45, 50, 60, 65, 75, 85 for different TRCA slabs.

3. The New TRCA structure and allowances is effected from 01.07.2018. The payment for the period from 01.01.2016 to date of implementation is as following: –

i. TRCA for the period mentioned above will be multiplied by a factor of 2.57.

ii. The difference between the figure thus arrived at and the wages already drawn, to be paid as arrears in one installment.

4. Other Allowances: the following allowances are implemented from 01.07.2018:-

3. BPM exchanging Mails at Bus stand or at Railway Stations will be compensated at the rate of Rs. 250 P.M.
BPM for delivery OR Mail conveyance work – Rs. 45/- per day subject to maximum of Rs. 1170/- per month
BPM for delivery PLUS mail conveyance – Rs. 90/- per day subject to maximum of Rs. 2340/- per month
ABPM for BPM work – Rs. 75/- per day subject to a maximum of Rs. 1950/- per month.
ABPM/Dak Sevak for additional work of another ABPM/Dak Sevak- Rs. 45/- per day subject to a maximum of Rs. 1170/- These rates will be for combination of duties of two or more posts borne on the establishment of the office
Risk and Hardship AllowanceNilRisk and Hardship allowance @ of Rs. 500/- per month to the GDS working in areas which are identified for this allowance.
5. Other social welfare benefits : –
  • Contribution to Service Discharge Benefit Scheme (SDBS) – based on NPS lite
    – increased from Rs. 200/- to Rs. 300/- (for both GDS and Department)
  • Ex-gratia gratuity – enhanced from Rs. 60,000/- to Rs. 1.5 lakhs.
  • Severance Amount – enhanced from Rs. 60,000/- to Rs. 1.5 lakhs.
  • Maternity Leave – 180 days and wages for the period paid from salary head.

Sri.P.Srinivasa Reddy Hon'ble MP (Lok Sabha), Telangana State forwarded the NUGDS grievance to Communication Ministry.

NUGDS Telangana Circle Union with a delegation of Sri.I.Vasantha Rao CS, Sri.CH.Koteswara Rao Circle Treasurer, Sri.K.Nageswara Rao Div.President, Sri.V.Srinivasa Rao Div.Treasurer, Sri.V.Rajendra Prasad , Sri.N.Seshaiah and Sri.B.Veeranna DS NAPE Gr-C Khammam Division met Hon'ble MP Sri.Ponguleti Srinivasa Reddy at Khammam on 22.07.2018 and submitted a detailed memorandum regarding Civil Servant Status to GDS.

Delegation also explained the anomalies in the implementation of Kamalesh Chandra Committee Report and submitted details of all positive recommendations of Committee Report and unfavourable orders issued by Department of Posts.

He responded positively and immediately forwarded NUGDS Memorandum to Sri.Manoj Sinhaji Hon'ble Communication Minister for his intervention for granting Civil Servant Status to GDS.

He also assured the delegation that he will raise the questionier in this Parliament Session in Zero Hour.

According to Suknya Samridhi Account, there is an amendment of SSA Initial Deposit. Ministry of Finance has changed Suknya Samridhi Account Rule 2016, this rule may called

In the Suknya Samridhi Account Rule 2016 in rule 5, sub rule (1) for the word “one thousand rupees” the following words “two hundred and fifty rupees” shall be submitted.
It means the Present SSA Initial Deposit of Rs. 1,000/- (One Thousand) has been Changed to 250/- (Two Hundred Fifty).
This rule come into affect from 5th July 2018.

On behalf of 2.76 lakhs Gramin Dak Sevaks in the Department of Posts, we submit the memorandum for your kind consideration and favourable action.
The Government of India constituted One Man Committee under the Chairmanship of Sri. Kamalesh Chandra, Retired Postal Board Member to examine the wage structure and service conditions of Gramin Dak Sevaks (GDS) in November, 2015.
The Committee submitted a report to the Department of Posts in November 2016.
The Union Cabinet has approved the report on 06.06.2018. The major recommendations of the committee were overlooked and neglected by Union Cabinet and the Department of Posts. The committee has been wrongfully manipulated and amended. This manipulation and unjustified amendment of the report of the committee has been given the serious detriment of the GDS employees and has put them to  a cumulative loss of lakhs of rupees.
You are humbly requested to take up these issues in the parliament by using your good offices.
We are submitting the following for your ready reference.

1. The Committee recommends that the Department should introduce a voluntary discharge scheme for the GDS who are willing to leave the post before the discharge age of 65 years. Three types of schemes are recommended. Not considered

6. Composite Allowance:-

Change rent, office maintenance, electricity charges etc., Rs. 1100/- and Rs. 1600/- per month has been recommended for BPMs.
Reduced from Rs.1600/- to Rs. 250/- and Rs. 500/- & diluted.
7. Composite Allowance for ABPMs X-Class cities Rs. 2400/- Y-Class Cities Rs. 1600/- Z Class Cities Rs. 800/- recommended. Not considered
8. Date of Implementation

The Committee recommends that the date of implementation of increase of wages should be effective from 01.01.2016 as in the case of recommendation of 7th CPC for regular Central Government employees.
Implemented from 01-07-2018 & diluted.
9. Leave accumulation and encashment facility upto 180 days has been recommended. Not considered
10. A Financial upgradation has been recommended at 12 years, 24 years and 36 years of services in form of two advance additional annual increases. Not considered
11. The Limited transfer facility has been relaxed from 1 time to 3 times for male GDS. There will be no restriction on number of chances for transfer of women GDS. The Powers of transfer has been delegated to the concerned divisional head. Not considered.
12. The GDS Committee recommends following to rationalize the categories of GDS’s. The same approved and other unapproved categories of GDS merged into two categories.

a) Branch Post Masters.
b) Asst. Branch Post Masters  /
Dak Sevaks.
Orders issued.
13. The committee has recommended only two working hours (4 hrs& 5 hrs) and two levels of wages scales (level-I and level-2) for BPMs and other GDSs Orders issued.

A general body meeting of AIPEU GDS has been held on 19-07-2018 in Gudur to review the 16 days  GDS strike and the implementation of the recommendations of Kamalesh Chandra Committee Report and other organizational issues.

Com.P.Pandurangarao, G/S, AIPEU GDS attended and addressed the meeting. Shri P.Venkateswararao, Postmaster Gudur HO., Com.K.Sudhakar, President, Gr.C., Com.M.Srinivasarao, Circle Secretary, GDS, Com. K.Chandra sekhar, AGS, P4., Com. R.Govinda nayak, Vice President, SC/ST Welfare Association, Com.J.Hemelatha, Mahila Committee Convener, Gudur Divsion, Com.U.Sampath Kumar, D/S, GDS, Nellore Division were also attended and  addressed.

Com.D.S.B.Purushottam, Divisional Secretary, AIPEU GDS felicitated today by NFPE, Gudur division on his retirement from service on 14-07-2018. A warm welcome to  Shri P.Venkateswararao, Sr. Postmaster;  also felicitated on assuming the charges in Gudur HO.
