Mahadevaiah, General Secretary, Com. S.S. Manjunath, Senior leader and advisor A.I.G.D.S.U, Sri Sri Dr. Veda Brahma Mahadev Siva Charya, M.A. P.hd., Bruhanmatt, blessings, Sri Viju Gouda, BJP leader, Chandra Sekhar Kavalakatti, State BJP leader, B.V. Kavalakatti, former leader. Com. K.R. Rudresh, Circle Secretary, AIGDSU, Karnataka Circle, Sri Sudhakar Murthy, SPOs, Bidar Division, Sri K. Dinkar, SPOs Vijayapura Division, Sri K. Srinidhi, ASPOs, Head Quarter, Sri C.P. Patil, APMC, Com. Birder, President Vijayapura Division, Com. Rajkumar Akthar, Divisional Secretary, Solapur Division, Maharashtra Circle, Com. Ugar, Divisional Secretary, Vijayapura and Circle Vice President and other local leaders attended and addressed the meeting.

Morethan 600 GDS officials attended Vijayapura Divisional conference was also held on this occasion. Com. Ugar and his team made excellent arrangements for Circle council. Central Head Quarter congratulates all the comrades.

A.I.G.D.S.U, Delegation met BJP President Sri Amit Sha at Udipi

A.I.G.D.S.U, delegation under the leadership of Com. S.S. Mahadevaiah met B.J.P. president Sri Amit Sha at udipi and submitted memorandum. Com. S.S. Manjunath, Com. K.S. Rudresh, Com. Santosh Madyastha, Divisional Secretary Udipi, Com. Sunil Dewadiga, Divisional Secretry, Puttur, Com. Basva Bilwa, President, udipi, Com. Vijay Nair, former president karnatka Circle, Sri Manjesh BJP former leader participated in the programme. Sri Amit Sha assured to look into the Gramin Dak Sevak issues.

All the leaders along with Com. S.S. Mahadevaiah, Sri Sri Sri Visweswara Thirat Swamiji, Tejawarmatt, Udipi also met in the matt. Swamiji assured that he will intervene and have a dialogue with the Government of India.

Andhra Pradesh Circle Sports competitions and cultural activities

A.I.G.D.S.U, Andhra Pradesh Circle conducted state level sports competitions and cultural activities at Usha Rama Engineering College, Telaprolu, Vijayawada division from 2nd March to 4thMarch 2018. 225 sports persons participated in 22 events.

Sports competitions were started at 02.03.2018 at 9-00 A.M. with flag march. Inaugural meeting was held at 10-00 A.M. under the persidentship Com. D. Raghu Babu, Circle President, Com. B.V. Rao Circle Secretary, invited the guests to the dias. Sri E.V. Rao, Director of Postal services, Vijayawada Region attended as Chief Guest and inaugurated the sports competitions. Sri K. Ramesh, Asst. Director (Estt. & Admn), Circle office, Com. S.K. Lala Vazir, Com. D. Sivanageswar Rao (DSN), Com. Ramesh, Com. V.V. Rama Krishana, Addressed the meeting physical Educational Teachers of Usha Rama Enginering College Smt. D. Santhi and T. Satyanarayana also addressed the meeting.


Award function was held on 4-3-18 at Gannavaram at 3-00 P.M. under the presidentship of Com. Raghu Babu, Sri K. Bala Subramanian, Chief Post Master General, A.P. Circle attend as Chief guest. Dr. D. Rama Chandra Rao, YSRCP leader attended as guest of honour. Com. S.S. Mahadevaiah, General Secretary, AIGDSU, Com. B.V. Rao, Asst. General Secretary attended as special guests. 76,000/- cash prizes and Rs. 50,000/- shields were presented to the winners by Chief guest, guest of honour and special guest.


Com. S.K. Lala Vazir, Com. D. Siva Nageswara Rao (DSN), Com. Th. Ramesh, Com. Suman Kumar, Com. V.V. Rama Krishna and B. Venkateswara Rao appreciated all the G.D.S employees who participated in the sports.

Recommended GDS Arrear Table By GDS Pay Committee 2016

GDS Committee 2016 has Recommended 11 GDS Arrear Table to calculate the arrears of Gramin Dak Sevak. Committee (Kamalesh Chandra Committee) marge the 11 TRCA slab into 3 New Wages Scale which shows below mention minimum pay.
Wages Scale 1 – 10,000/-
Wages Scale 2 – 12,000/-
Wages Scale 3 – 14,500/-

We all know that GDS Committee 2016 will implemented on 01.01.2016 but still now GDS pay has counted on Nataraja Murti Committee 2007 (GDS Pay Committee 2007. So, we need to that how much Arrears GDS will get? . By following the Recommended GDS Arrears By GDS Pay Committee 2016 you can calculate yourself.

Step to follow –
First check your basic pay on your respective Pay slab (for example you can follow this 2295-45-3695) as on 01.01.2016. and add 125% DA with Basic. If your basic 2295 adding 125% your pay will be 5164/-
If Government take just 2.57 multiple factor then pay will be 5898/- but committee recommended beyond the 7th Pay Commission multiple factor which is minimum 10,000/-
Now you need to calculate the difference between your pay (which u got on or before 01.01.2016) and corresponding TRCA for calculation of Arrears (Below Table).
In this case the monthly arrears will be 7500-5164=2366/-
Now you need to calculate your total arrears. January 2016 to April 2018 total month 28. i.e 2366*28=65,408/-

Why 3% Increment Is Beneficial For Gramin Dak Sevak?

GDS Pay Committee 2016 or Kamalesh Chandra Committee 2016 is recommended the 3% increment for GDS Employee and it is one of the most important recommendation of this committee, but why 3% Increment is Beneficial for Gramin Dak Sevak ?
 
Why 3% Increment is Beneficial for Gramin Dak Sevak?
GDS official is the backbone of India Post but they are outside of so called CG Employee benefited like TA, Pension, Child Education Allowance, transport allowance, HRA and others. The Previous Pay committee for GDS employee has made a fixed annual increment for each slab. Example :BPM for 5 Hours Duty 4575-85-7125. Here increment is 85 rupees per year. EDDA Hours Duty 4220-75-6470 Here increment is 75 rupees per year and MC/MP for 5 hours Duty 3635-65-5585 and Here increment is 65 rupees per year which is fixed and there is no option to increase TRCA every year and DA has not added with increment but Kamalesh Chandra Recommended for Gramin Dak Sevak 3% annual increment and this is the favorable recommendation of the Committee.

Why it is Beneficial? :-

The 3% increment will be calculate on your basic pay and it will added your pay and then next year you will gain 3% more increment on your previous 3% increment. In this way pay will increase more every year because increment will calculate like compound interest. for Example if your basic pay will 10,000/- Rupees after 1 year your pay will be : 10,000/-*3%=300/- total pay 10,300/- and next year your increment will calculate on 10,300/- and you will gain Rs. 9 more next year.

Recommended Allowance By GDS Pay Committee 2016

As per Nataraja Murti Committee 2007 (GDS Pay Committee 2007), Garmin Dak Sevak are now getting some allowance like Dearness Allowance 142% on basic, Office Maintenance Allowance (OMA) 100/-, Stationary Allowance (SA) 50, Combined Duty Allowance 500/- CCA 25/-, Cycle Maintenance Allowance 10/- etc. but GDS Pay Committee 2016 (Kamalesh Chandra Committee) has recommended more allowance then previous pay committee constitute by Government for reviewing the pay of Gramin Dak Sevak. Here is the Recommended Allowance by GDS Pay Committee 2016.
Dearness Allowance :-
GDS should be paid same percentage of DA as paid to the central government employees from time to time. The present DA of CG employee is 7%.
Composite Allowance :-
Composite Allowance is depend on the GDS category, accommodation and working place which is GDS Post Office and Departmental,Post Office. GDSs Working in GDS Post Offices –
  • BPMs providing GDS Post Office Accommodation which meets the prescribed standards will get 1600/-
  • BPMs providing Accommodation which does not meets the prescribed standards will get 1100/-
  • BPMs having Post Office in rent free government Accommodation and staying in the Post Village will get 1100/-
  • Assistant BPMs working in GDS post office and staying in the post village should be paid will get 800/-
GDSs working in Departmental Post offices –
  • Dak Sevaks working in “X” Class Cities/Towns will get 2400/-
  • Dak Sevaks working in “Y” Class Cities/Towns will get 1600/-
  • Dak Sevaks working in “Z” Class Cities/Towns will get 800/-
Cash Conveyance Allowance :-
BPM/ABPM/Dak Savak may be paid minimum Rs. 50/- rupees for conveyance of cash up to Rs. 50,000/-. They may be paid Rs. 10/- for conveyance of every additional Rs. 10,000/-.
Children Education Allowance :-
GDSs should be paid children Education Allowance @Rs. 6000/- per child per annum for maximum of two children. This amount may be paid in two installments.
Combined Duty Allowance :-
Recommended Daily Rates
BPMs doing combined duty of ABPM in same office.Rs. 65/- per working day for maximum 89 days at a stretch.
ABPMs doing combined duty of BPM in same office.Rs. 75/- per working day for maximum 89 days at a stretch.
Dak Sevaks doing combined duty of another Dak Sevaks in same office.Rs. 65/- per working day for maximum 89 days at a stretch.
Revenue Linked Allowance :-
BPMs should be paid Revenue Linked Allowance @ Rs. 10% of the total amount of additional revenue generated beyond prescribed norms in a month. Revenue Linked Allowance will not be applicable for other GDS.

Risk and Hardship Allowance :-
Risk and Hardship Allowance should be paid @ Rs. 500/- per month to the GDSs working in areas which are indentified for payment of Risk and Hardship Allowance as per 7th CPC recommendations.

Indian Postal Department (Andhra Pradesh) Recruitment for 2286 Gramin Dak Sevak Posts 2018

Indian Postal Department (Andhra Pradesh) has published Advertisement for below mentioned Posts 2018. Other details like age limit, educational qualification, selection process, application fee and how to apply are given below.

Posts: Gramin Dak Sevaks (GDS)
Total No. of Posts: 2286 in various divisions
Educational Qualification: The candidate should pass 10th standard / SSC / Matriculation from approved state boards by the respective State Govt. / Central Govt. The state wise list of approved boards. No weightage will be given for possessing any qualification(s) higher than the mandatory educational qualification. The Candidate passed 10th class examination in first attempt will be treated as meritorious against those passed compartmentally.

Computer Knowledge: The candidate should have computer knowledge and will be required to furnish basic computer training certificate for at least 60 days from a recognized Computer Training Institute. Certificates from Central Government/ State Government/ University/ Boards etc., will also be acceptable for this purpose. This requirement of basic computer knowledge certificate shall be relax-able in cases where a candidate has studied computer as a subject in Class X or Class XII or higher educational qualification provided the candidate submits a certificate of Class X or Class XII or higher educational qualification in which he/she has studied computer as a subject.

Job Residence: The candidate selected for the post of GDS BPM must mandatorily take up his/her residence in the Branch Post Office village within one month after selection but before engagement as Gramin Dak Sevak Branch Postmaster. The candidate shall submit a declaration to this effect in the application. The candidate selected for the post of other than GDS BPM should reside in post village/ delivery jurisdiction.

Age Limit: Minimum 18 Years and Maximum 40 Years as on 25th April 2018. The Upper Age Relaxation - 03 Years for OBC, 05 Years for SC / ST and 10 Years for PH Category Candidates

Application Fees: Applicant of category OC/OBC Male should pay a fee of ₹ 100/- at any Head Post Office. Candidate who requires to make the payment has to visit any Head Post Office to make the payment. For making the payment candidate should inform Registration Number at the PO Counter. However, fee payment is exempted for all Female and SC/ST candidates.

Selection Process: The selection based on 10th Standard Marks. No weightage will be given for higher educational qualification. Only marks obtained in 10th standard / Matric of state Govt approved Boards aggregated to percentage to the accuracy of 4 decimals will be the criteria for finalizing the selection.

Today's unrest of GDS is only because of non submission of Statutory ED Rules of 1959 by Department of Posts to the Hon'ble High Court of Madras

Today's unrest of GDS is only because of non submission of Statutory ED Rules of 1959 by Department of Posts to the Hon'ble High Court of Madras.
After Independence , in 1959 a Statutory Rule under provisions to Article 309 of Constitution of India was promulgated regarding Conduct & Service of ED Agents.

This shows that the ED Agents were considered to be holders of Civil Posts under the Union.

However, the Department is consistently taking a stand that the GDS are considered to be holding Civil Posts only for the limited purpose of extending the benefit of Article 311.There is no justification for this stand.The Constitution does not make any distinction in this regard.

After these rules were promulgated , the High Court of Madras held that ED Agents are not holders of Civil Posts.

This was made with out noticing the Statutory Rules already promulgated.

The Department of Posts had ignored the duty of brought forward the existance of the Statutory Rules  of 1959 to the notice of Hon'ble High Court of Madras in 1960.

But either by mistake or design , the Court was not informed about this.

Later , the Statutory Rules were replaced based on the judgement of the Hon'ble High Court as Postal& Telegraphs Extra Departmental Agents (Conduct & Service ) Rules ,1964.

After that 1964 Rules were amended as GDS(Conduct & Employment) Rules ,2001.

Then previous rules were amended as GDS Conduct & Engagement Rules, 2011

These above said 2011 Rules are not made under provisions to Article 309 of the Indian Constitution. 

It can at best be considered as an executive instruction and nothing more.

Though this is named a 'rule' , it is by and large accepted that the status of the 'rules ' is that of a compilation of administrative instrustions.

In the absence of Statutory Rules , such instructions are binding .

However , even the Supreme Court has made the mistakes of considering these rules as Statutory Rules.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective 01.01.2018 onwards -reg.

Consequent upon grant of another instalment of Dearness Allowance with effect from 1st January,2018 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure's O.M. No. 1/1/2OL8-E-II (B) dated 15.03.2018, duly endorsed vide this Department's letters No. 8-1/2016-PAP dated 19.03.2018 and Ministry of Finance, Department of Expenditure OM No.1/3/2008-E.ll(B) dated 28.03.2018, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.01.2018. lt has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 139% to 142% on the basic Time Related Continuity Allowance, with effect from the 1st January, 2018.


2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.

3. The expenditure on this account shall be debited to the Head "Salaries" under the relevant head of account and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No 05 /A/2018/CS dated 24.04.2018.

The NFPE & AIPEU GDS decided to hold one day hunger fast in front of Dak Bhawan, New Delhi on 26-04-2018.


The General Secretaries of affiliated unions of NFPE and all the CHQ office bearers & Circle Secretaries of AIPEU GDS will participate in the hunger fast.


Demands :

i)Implementation of all positive recommendations of Kamalesh Chandra Committee for GDS
ii)Complete the process of Membership verification process in GDS cadre.

All the CHQ office bearers & Circle Secretaries are requested to participate in the one day hunger fast programme in Delhi on 26th April 2018.


All the Branch / Divisional Secretaries / Conveners are requested to organize the GDS members in the divisions to wear black badges at all work places in support of HUNGER FAST programme in Delhi on 26-04-2018.
