Bengal Top of the country in Small Savings Collections

Beating the likes of Uttar Pradesh, Gujarat and Maharashtra (in that order) for three consecutive years, data compiled by the National Savings Institute

(NSI) shows Bengal collected Rs 63,392 crore from small savings schemes of post offices in FY 2016-17, surpassing its gross deposit target by a whopping Rs 6,000 crore.

“This is due to Bengal’s remarkable progress in creating awareness on small savings, which succeeded in making people stay away from chit funds. Hats off to the people of Bengal who have made a complete turnaround by reposing their faith in government savings schemes,” said economist Abhirup Sarkar.

This comes despite successive cuts in interest rates on small savings schemes across maturities, including for Public Provident Fund, with effect from April 1, 2016.

But just five-six years ago, it was a different story. In 2010-11 and 2011-12, Bengal’s deficit on account of small savings earnings were Rs 987 crore and Rs 165 crore, respectively.

The NSI survey reveals that rural Bengal scores much better than urban Bengal in small savings collections. While north Bengal is way ahead over south Bengal, Cooch Behar leads the pack among districts, followed by Jalpaiguri and Darjeeling. Kolkata is the worst district in small savings earnings.
  • Govt drives drew people away from chit funds
  • Over the last few years, there have been sustained government campaigns to divert people from chit funds to small savings.
  • The Bengal government extensively used folk art groups to reach out to the rural mass through street plays, kabigaan and posters.
  • But reduction in interest rates remains a major concern. “The inflow into small savings schemes has a direct correlation with interest rates. If people lose out on interest, the lures of risky investment schemes will be greater,” said a senior Bengal finance department official.
  • The central government has sharply reduced interest rates on small savings schemes across the board, including that on Public Provident Fund and Senior Citizen Savings Scheme, to align them with market rates.
  • The rates on Kisan Vikas Patra have also been lowered to 7.8% from 8.7%. Interest rates on Sukanya Samriddhi Account, a scheme for the girl child, were also cut from 9.2% to 8.6%.
  • In Bengal, there are over 20 million small savings depositors, and at least 15% of them, or three million people, are from rural areas and economically weaker sections of the state.
  • The increase in small savings deposits will only help Bengal cut borrowing costs in the long run.

  • Account can be opened up to age of 0 to 10 years only from the date of birth.
  • Account can be open with a minimum deposited amount of 1000/-
  • If minimum Rs 1000/- is not deposited in a financial year, account will become discontinued and can be revived with a penalty of Rs 50/- per year with minimum amount required for deposit for that year.
  • Limit of minimum and maximum deposit can be allot 1,000/- to 1,50,000/- per year. Subsequent deposit in multiple of 100.
  • Minimum invest period 15 years. One can deposited in her account up to 15 years. There after no subscription will be accepted.
  • Partial withdrawal, maximum up to 50% of balance standing at the end of the preceding financial year can be taken after Account holder’s attaining age of 18 years.
  • Account can be closed after completion of 21 years.
  • Normal Premature closure will be allowed after completion of 18 years​/provided that girl is married.
  • Limit of Contribution :-
  • One can contribute in her account up to 14 years. Minimum INR. 1000/-and Maximum INR. 1,50,000/- in a financial year. Subsequent deposit in multiple of INR 100/- can be made in lump-sum deposit. No limit on number of deposits either in a month or in a Financial year.
Rate of Interest :-
  • Present rate of interest is 8.1% Per Annum with effect from​ 1-04​-2018​​, The interest calculated on yearly basis ,Yearly compounded. This interest rate is changeable. In every three month department review its interest rate and fixed for next three month.
  • Maturity Value :-
  • If some one invest 2,000/- rupees in monthly basis. After 14th year her total contribution will be 3,36,000/- for the same interest rate customer will get interest 7,33,949 after 21 years and her Maturity value will be (3,36,000+7,33,949)=10,93,949/- I think there is no such scheme in India, in any financial entity. So, there is no doubt that it’s the best child plan in India.

Payment of Interest and Maturity Value of Small Savings Instruments through Savings Account

Subject: Payment of interest and maturity value of Small Savings Instruments through Savings Account.

The undersigned is directed to refer to DoP’s letter No. 113-02/2015-SB dated 7.6.2017 on the subject and to state that the matter has been examined in this Department and the following decisions have been taken:

(i) Accounts for the purpose of crediting interest/maturity value of all accounts of all Small Savings Instruments [except existing Post Office Savings Account (POSA)] and Small Savings accounts already linked to POSAS as on 31.7.2017 shall be Opened automatically as Basic Savings Account (zero balance account) with Specific coding “Interest and maturity value of Small Savings Instruments”.

However, only one basic savings account shall be opened for one person and it shall be linked with CIF or/and Aadhaar. These are not normal POSA accounts, as these can be opened on zero balance for purposes such as MGNREGS etc. Interest on these accounts with this coding will be paid at POSA rates. Since some movement to Senior Citizens’ Welfare Fund (SCWF) could happen from these Basic Savings (Zero Balance) accounts with coding “Interest and maturity value of Small Savings Instruments”, DoP may make suitable electronic tracking of the maturity date of various instruments credited into this account, in order to move correct amounts to SCWF on appropriate dates.

(ii) The Department of Posts shall not open normal Post Office Savings Accounts only for the purpose of crediting interest/maturity value of Small Savings Instruments even if the customer is willing to do so. Interest/maturity value has to be credited to a Basic Savings Account only.

(iii) No agency charges shall be paid by the Ministry of Finance for such Basic savings accounts “opened for crediting interest and maturity value of Small Savings instruments, as these are opened only for administrative ease.

(iv) The client may be kept informed of the movement of amounts into Basic Savings account at the time of maturity. These facilitate electronic transactions and discourage cash transactions. The client can withdraw the amount through ATM cards and need not approach the office for withdrawal.

(v) As soon as Reserve Bank of India permits NEFT and RTGS facility to DoP with other banks, Department of Posts shall credit interest and maturity value of instruments into ‘the savings account of the customer’s choice’ through these electronic modes, irrespective of whether that savings account is with DoP or any other bank. The need of opening Basic Savings Account would cease in those cases where the depositor has an existing saving account with a Bank.

2. This has the approval of Joint Secretary (Budget).

அதிக வட்டி..அதிக வருமானம்... இந்த 8 அஞ்சலகத் திட்டங்கள் பற்றித் தெரிந்துகொள்ளுங்கள்

வங்கியில் பணம் போட்டால் குறிப்பிட்ட சதவிகிதம் வட்டி தருவார்கள். ஆனால், இப்போது நம்மிடமே பணம் பறிக்கிறார்கள். நம் பணத்தை அவர்களிடம் சுழற்சிக்குக் கொடுத்து நாம் அதற்கு கமிஷன் தர வேண்டிய நிலைக்கு வந்துவிட்டோம். பெரும்பாலும் பொதுமக்கள் வங்கியையே சேமிப்புத் திட்டங்களில் முதலீடு மேற்கொள்ள நாடுகின்றனர்.

ஆனால், வங்கியைவிட அதிக வட்டி, அதிக லாபம் தரும் அஞ்சல் சேமிப்புத் திட்டங்களைப் பற்றி பலருக்கும் தெரிவதில்லை.

செல்வ மகள் சேமிப்புக் கணக்கு, பொன் மகன் பொது வைப்பு நிதி, தொடர் வைப்புக் கணக்கு, கால வைப்புக் கணக்கு, முதியோருக்கான சேமிப்புத் திட்டம், மாதந்திர வருமானத் திட்டம், தேசிய சேமிப்புப் பத்திரம் மற்றும் கிஸான் விகாஸ் பத்திரம்' எனக் குழந்தைகள் முதல் மூத்த குடிமகன்கள் வரை அஞ்சல் துறையில் பல சேமிப்புத் திட்டங்கள் இருக்கின்றன.

1.செல்வ மகள் சேமிப்புக் கணக்கு!

இது பெண் குழந்தைகள் மேம்பாட்டுக்காக உருவாக்கப்பட்ட ஒரு சேமிப்புத் திட்டம். 10 வயதுக்குட்பட்ட பெண்குழந்தைகள் பெயரில் அவர்களது பெற்றோரோ அல்லது பாதுகாப்பாளரோ குறைந்தபட்சமான தொகையாக 1,000 ரூபாய் செலுத்தி அஞ்சலகங்களில் கணக்கைத் தொடங்கலாம். இந்திய அஞ்சலகத்தின் அனைத்துக் கிளைகளிலும் இத்திட்டத்தைத் தொடங்கலாம். ஒரு நிதி ஆண்டில் குறைந்த பட்சம் 1000 ரூபாயும் அதிகபட்சமாக 1.5 லட்ச ரூபாயும் முதலீடு செய்யலாம். ஒவ்வொரு நிதி ஆண்டிலும் குறைந்தபட்சமாக 1,000 ரூபாய் இக்கணக்கில் செலுத்தப்படவேண்டும். ஆண்டுக்கு 8.5 சதவிகிதம் வட்டி வழங்கப்படுகிறது.

2. பொன் மகன் பொது வைப்பு நிதி!"

செல்வமகள் சேமிப்புத் திட்டத்தின் வெற்றியைத் தொடர்ந்து அனைத்து வயதினருக்கும் பொதுவான ‘பொன்மகன் சேமிப்புத் திட்டம்’ தொடங்கப்பட்டது. இந்தத் திட்டத்தின் கீழ் கணக்கு தொடங்க வயது வரம்பு கிடையாது. ஓர் ஆண்டுக்குக் குறைந்த பட்சம் 500 ரூபாய் முதல் அதிகபட்ச முதலீடாக 1.5 லட்சம் ரூபாய் வரை சேமிக்கலாம். ஆண்டுக்கு 8 சதவிகிதம் வட்டி வழங்கப்படுகிறது.

3. தொடர் வைப்புக் கணக்கு!

மாதந்திர சேமிப்புக்காக தொடர் வைப்புக் கணக்கு (Recurring Deposit (RD) Account) தொடங்கப்பட்டது. ஆண்டுக்கு 7.3 சதவிகிதம் வட்டி வழங்கப்படுகிறது. ஓர் ஆண்டுக்குக் குறைந்த பட்சம், அதிகபட்சம் என்று ஒன்றும் இல்லை, எவ்வளவு பணம்s வேண்டுமானாலும் சேமிக்கலாம். எந்த உச்ச வரம்பும் இல்லை.

4. கால வைப்புக் கணக்கு!

குறைந்த கால சேமிப்புக்காகக் கால வைப்புக் கணக்கு (Time Deposit (TD) Account) தொடங்கப்பட்டது. ஒரு ஆண்டுக்கு 7 சதவிகிதம் வட்டி வழங்கப்படுகிறது. அதேநேரம் 2 வருடங்களுக்கு 7.1 சதவிகிதமும், 3 வருடங்களுக்கு 7.3 சதவிகிதமும், 5 வருடங்களுக்கு 7.8 சதவிகிதமும் வட்டி வழங்கப்படுகிறது. எந்த உச்ச வரம்பும் இல்லை, எவ்வளவு வேண்டுமானாலும் முதலீடு செய்யலாம்.

5. முதியோருக்கான சேமிப்புத் திட்டம்!

அதிகபட்ச வட்டியுடன் வருமான வரிச் சலுகையும் (80C) பெற முதியோருக்கான சேமிப்புத் திட்டம் (Senior Citizen Savings Scheme (SCSS) Account)தொடங்கப்பட்டது. ஆண்டுக்கு 8.5% வட்டி வழங்கப்படுகிறது. அதிகபட்சம் 15 லட்சம் ரூபாய் வரை முதலீடு செய்யலாம்.

6. மாதாந்திர வருமானத் திட்டம்!

நிலையான மாத வருமானத்துக்கு மாதாந்திர வருமானத் திட்டம் (Monthly Income Scheme (MIS) Account) தொடங்கப்பட்டது. ஆண்டுக்கு 7.7 சதவிகிதம் வட்டி வழங்கப்படுகிறது. அதிகபட்சம் 4.5 லட்சம் வரை முதலீடு மேற்கொள்ளலாம்.

7. தேசிய சேமிப்புப் பத்திரம்!

வருமான வரிச் சலுகை (80C) பெறத் தேசிய சேமிப்புப் பத்திரம் (National Savings Certificates -NSC) திட்டம் தொடங்கப்பட்டது. ஐந்து வருடங்கள் வட்டி 8 சதவிகிதம் வழங்கப்படுகிறது. எந்த உச்ச வரம்பும் இல்லை.

8. கிஸான் விகாஸ் பத்திரம்!

112 மாதங்களில் பணம் இரட்டிப்பாக கிஸான் விகாஸ் பத்திரம் (Kisan Vikas Patra - KVP) தொடங்கப்பட்டது. ஆண்டுக்கு 7.7 சதவிகிதம் வட்டி வழங்கப்படுகிறது. எந்த உச்ச வரம்பும் இல்லை.

`அதிக வட்டி, அதிக லாபம்' தருகிறேன் என்று யார் சொன்னாலும், எந்த நிறுவனம் சொன்னாலும் நம்பாதீர்கள். அலசி ஆராய்ந்து அதன் பின்னே முதலீட்டினைத் தொடங்குங்கள்.

நம் ஊரில் வங்கிச் சேவை இல்லாத கிராமம்கூட இருக்கலாம். ஆனால், பெரும்பாலும் அஞ்சல்3 அலுவலகம் இல்லாத எந்த ஒரு கிராமமும் இல்லை. இன்றும் ஏதோ ஒரு மூலையில் தனது சிறகினை விரித்து சேவையை வழங்கி வருகிறது.

வங்கிகளைப்போல பரிவர்த்தனைக் கட்டணம், மினிமம் பேலன்ஸ் என்று எந்த ஒரு நெருக்கடியும் அஞ்சல் சேமிப்புக் கணக்கில் இல்லை. 50 ரூபாய்தான் மினிமம் பேலன்ஸ். எத்தனை முறை வேண்டுமானாலும் கட்டணமில்லாமல் பணம் எடுக்கலாம்.

அஞ்சல் சேமிப்புக் கணக்குபோல, குழந்தைகள் முதல் மூத்த குடிமகன்கள் வரை பல சேமிப்புத் திட்டங்கள் அஞ்சல் துறையில் இருக்கின்றன.

நாளைய பாதுகாப்புக்கு இன்றே சேமிக்கத் தொடங்குங்கள்.
