Call 'Postman' as 'Postperson': Par Panel to Postal Department

New Delhi, Aug 7 () The Parliamentary Standing Committee on Information Technology, chaired by BJP MP Anurag Thakur, has asked the Department of Posts to use gender neutral term and call 'postman' as 'post person'. 

"The committee in its Report of Demands for Grants felt a need to make the nomenclature for delivery personnel in the Department of Posts and suggested that to further call 'postman' as 'post person'," the report tabled in Parliament said today. 

The panel noted that both postman and post woman are serving the department and therefore feels that there is a need to change the nomenclature. 

The department in its reply to the panel said that the proposal to rename postman as post person is under consideration and submitted that word 'dakia', which is generally used, is gender neutral. 

"The committee agrees that word 'dakia' is gender neutral, however, this word is of Hindi vocabulary. They desire that likewise, in English also, a gender neutral word 'post person' should be used for delivery personnel of the postal articles," the report said. 

The panel also expressed concerns over widening of deficit of the department from Rs 6,007.18 crore in 2015-16 to Rs 11,969.95 crore during 2016-17 and again to Rs 11,111.51 crore at revised estimate, 2017-18, due to increase in expenditure of the department and also decline in revenue. 

The department informed panel that it is not feasible to cut down the operational expenses due to the increasing costs on one hand and obligation to provide Universal Postal Services to the citizens at affordable costs throughout the country on the other hand. 

The panel said that it is of the opinion that higher revenue realisation is the ultimate solution to reduce the revenue deficit in the coming years. 

"The committee hopes that the department would make concerted efforts to strengthen its business development activities especially speed post, express parcel, business parcel, logistics post etc and give a focused approach to cater to the needs of the emerging markets viz. eCommerce to improve the position...with respect to revenue receipt," the panel report said. Manoj Sinha launches Darpan to facilitate digital services in rural post offices

NEW DELHI: The NDA government Tuesday launched Digital Advancement of Rural Post Office for a New India or Darpan program at an outlay of Rs 1,300 crore, under the ambitious IT modernisation initiative to facilitate 1.29 branch post offices in rural India for digital transactions and online postal services.

The initiative, kicked off by Communications Minister Manoj Sinha, would include provision of handheld devices with cellular or SIM connectivity.

The mega program of the Department of Posts (DoP) would enable a range of digital services in line with Prime Minister Narendra Modi’s prestigious Digital India umbrella program to accelerate service delivery to all Indians.

“As a result of changes we are making in our post offices, I believe our citizens will see a new face of our postal system,” Sinha said.

The world’s highest post office is on every tourist’s bucket list

Fifty-five-year-old Rinchan Chhering is a busy man. His village, Hikkim, has been drawing hordes of tourists from around the world, eager to send a post card from the world’s highest post office at 14,567 ft.

When summer comes to this tiny village on the India-Tibet border in the Spiti Valley in Himachal Pradesh, Mr. Chhering, the branch post master, is much sought after. His tiny post office is overrun by thousands of instant converts to snail mail, busy penning missives to kin and friends from the world’s highest post office.

Like K.J. Dhanan from Nagercoil. “It has been years since I wrote a letter to someone,” he says, as he struggles to fit his thoughts to a post card. “SMS and email has changed the way we communicate. But it felt good to write a letter to my wife and kid.”

A deluge of mail

Not long ago, PO Hikkim — PIN code 172114 — processed barely half a dozen letters or postcards a day. But for the past couple of years, in summer, from May to October, it’s been dealing with 300 a day.

“The sale of postal stationery crosses ₹2,000 a day now. But it dips to ₹50 a day or even nothing in winter,” says Mr. Chhering.

Improved road connectivity has also helped. A drive through Lahaul and Spiti has always been popular among bikers and motorists, and many come to this picturesque post office.

The branch post office, run from cosy room in Mr. Chhering seven-room Tibetan-style home, was inaugurated on November 5, 1983.

Best of three

Mr. Chhering, who has been its post master ever since, recalls the excitement. “I was picked for the job from among three youngsters. My qualifications were better. While I dropped out of school after class VII, the other two had dropped out after class V and class VI.”

The Department of Posts pays him rent, which has increasedfrom ₹40 in 1983 to ₹200 now.

After nearly 34 years, Mr. Chhering needs a postman, since the vacancy arose in 2011.
