GDS DA 136% from 01.01.2017

GDS DA was increased from 132% to 136% which was the first agenda in Kamalesh Chandra GDS recommendation committee report.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective 01.01.2017 onwards-reg.

Consequent upon grant of another instalment of Dearness Allowance with effect from 1″ January, 2017 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/3/2008-E-II (B) dated 07.04 2017, duly endorsed vide this Department’s letter No. 8-02/2011-PAP dated 12.04.2017, the Gramin Dak Sevaks (GM) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.01.2017. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 132% to 136% on the basic Time Related Continuity Allowance, with effect from the 1st January, 2017.

2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.

3. The expenditure on this account shall be debited to the Head “Salaries” under the relevant head of account and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No14/FA/2017/CS dated 27/04/2017.

FOLLOWING PROCESS ARE COMPLETE OF GDS COMMITTEE RECOMMENDATIONS 1) REPORT SUBMITTED TO SECRETARY DEPARTMENT OF POST. 2)SECRETARY DEPARTMENT OF POST SET UP ONE MAN COMMITTEE TO EXAMINE THE IMPACT ON THE DEPARTMENT AS WELL AS GDS AFTER IMPLEMENTATION OF RECOMMENDATIONS OF GDS COMMITTEE. 3)ONE MAN COMMITTEE SUBMITTED BY POSITIVE THINKING THAT NO CHANGE IN THE KAMALESH CHANDRA COMMITTEE REPORT. THIS THREE PROCESS ARE COMPLETED BY DEPARTMENT OF POST. NOW STEP BY STEP PROCESS WILL BE COMPLETE BY DEPARTMENT OF POST AS UNDER

The proposal of the implementation Committee is now being examined by the Joint Secretary & Financial Advisor (JS & FA) of the Postal Board. After JS & FA’s approval the proposal is to be approved by Secretary, Departmental of Posts. Then the file is to be submitted to the Minister, Communication for approval. Only after the approval of the Minister, Communications, the file will be submitted to Department of personnel & Training for approval and then the proposed is to be submitted to Finance Ministry and Law Ministry for approval. After completing all these process only the final proposal will be submitted to Cabinet for approval.

This it can be seen that much delay is taking place in implementation of the favourbale recommendations of the GDS Committee Report. Eventhough Secretary, Department of Posts has informed that Postal Board will take speedy action for implementation, many hurdles including Finance Ministry’s approval are to be crossed yet.
